NNS proposal opens to elect new Internet Computer GuestOS release

What happened

A proposal was submitted to the Internet Computer Network Nervous System (NNS) to elect a new GuestOS release for the Internet Computer (ICP). The proposal (ExecuteNnsFunction, ID 124602) is open and references the replica build based on commit 245c12ede6e2863e075fe998b573175ba291cd84. The proposal record lists the proposer’s neuron and the proposal status as OPEN; a voting deadline is not specified in the proposal metadata.

What the release contains

The release notes attached to the proposal describe the GuestOS image built from the commit above and call out several notable changes added since the previous base release. Highlights named in the release notes include:

  • Core Protocol: a commit described as “all-in-one nodes for cloud engines.”
  • Core Protocol: use of CupType::SubnetSplitting also for destination subnets.
  • Core Protocol (p2p): ability to serve canister HTTP responses out of a block.
  • Core Protocol: report monotonic consumed cycles in the replicated_state_consumed_cycles_since_replica_started gauge.
  • Core Protocol: use the monotonic consumed cycles of deleted canisters.

The release notes also record miscellaneous chores such as dropping some subnet metrics and updating base image references. The published release is identified as release-2026-10-08_03-33--all-in-one and is composed from commits added on top of the release-2026-10-08_03-33-base revision.

Verification instructions included with the proposal

The proposal payload includes instructions for reproducing and verifying the GuestOS disk image. The supplied verification approach uses a reproducible-build script; the notes give the exact command to run (Python and curl required). The check prints two SHA256 sums: one from the downloaded CDN image and one from a locally built image. Those two SHA256 sums must match each other and must match the SHA256 value included in the NNS proposal payload.

The release notes also state that, while this particular NNS proposal only elects a GuestOS image, the same verification script can be used to verify HostOS or SetupOS images by passing --hostos or --setupos to the script respectively.

Why this matters (concise)

This proposal asks the NNS to elect a new GuestOS image for the Internet Computer replica that incorporates a set of protocol and node changes described above. If the proposal is approved by NNS governance, the elected GuestOS image named in the proposal would become the version referenced by that governance decision. The proposal includes a reproducible-build verification procedure so validators, node operators, and other stakeholders can compare local builds against the distributed image and the hash embedded in the proposal payload.

Where to find the record and commit

The proposal record, proposer neuron and the replica commit referenced by the release notes are available in the Internet Computer governance and code repositories (see references).
